Strange people... I had gone to surrender my Green...

Strange people... I had gone to surrender my Green Card and to obtain a tourist visa as I don't intend to permanently stay in USA...the lady at the interview told me that she can't grant me visa as I would permanently reside there and will not come back..... SERIOUSLY ??? Why would I pay you RS 10,000 to give up my legal permanent resident and go back and stay there permanently illegally ????
