I call in to get my folio (which I never got, and ...

I call in to get my folio (which I never got, and which I need to expense my stay). I ask politely for it to be sent. Laquita answers the phone and says she'll send it. I wait 15 minutes. No email. I call back. She repeats the same thing over, with attitude, and basically refuses to help me. "Someone will send it when they are available. I can't tell you when that is." Same answer, over and over. It's not like they're that busy- or she couldn't have picked up my call immediately twice in a row. It's not like sending an email takes more than 2 minutes.
