How is it that the ER is staffed with a nurse prac...

How is it that the ER is staffed with a nurse practitioner on a bright Tuesday morning and no licensed MD?
The wait is short but I guess that's why because there is a low level nurse practices just signing prescriptions and not the examination from a licensed MD.
I mean come on it's an emergency room. Then they have the nerve to slap you with a $2000 bill. For what I didn't see anyone , I just got pain killers which I didn't even need.
