Went for oil change and state inspection yesterday...

Went for oil change and state inspection yesterday even had appt ... waited from 10:30 am to 2:05 pm ... charged 46 for wiper blades to pass inspection ... next day my car says oil change required ...I called and was told no oil change was done !!!??? Waited all that time for
Nothing but inspection ?? Drove 40 mins to get there now I have to go back again today another 40 mins to get there just for oil change and it ruined my going out of town for Halloween plans ....if they charge me today then I ll know what type of place this is
