Just take ferry from Battery park and dont forget to book your tickets well in advance if you are planing to climb up the stairs to the top or even the base of statue as it is all booked months in advance.

Entry to park however does not need advance booking in general and you can buy tickets the same day but on busy days there are long queue for ferry tickets as well.
