The agencies through which they contract workers are abominations. These people basically are non-English speakers which in itself is not a crime but when the agency, the workers and Elder Sevices contract people who do not understand you, do not have the professionalism to let you know their agents cannot come or worse come on a different day attributable to whatever impairment without telling youand the cycle repeats itself with another agency or marginal employee of an agency it grows tiresome and simply is not worth it.
