Was slightly underwhelming by the tour. I went because it is a must on a visit to NYC and was reasonably priced at $19. Views over Manhattan are impressive but you can get these from the States Island ferry. It is a great sign of the US and amazing piece of architecture but better seen from the outside than the island itself. I got the ferry from New Jersey which I would recommend. You do have to pay $7 for the liberty landing ferry but you can explore the place before visiting the statue. Plus you can just hop on the NY ferry back.
