It's a scam. Turns out that the same piece of road is managed by to companies, expresstoll and northwest parkway, and they each bill you for using it. I payed one, kept getting bills for the other one, and thought I'd payed it. Ended up paying $60 for late fees on expresstoll. Never taking that again!
