Tow truck driver was very shady!!!!!

Tow truck driver was very shady!!!!!
I was scheduled to pick between 8am and 12. Didn t arrive after 4pm.
After he finally did show up, he inspected my car, hooked it up and began to drive away????
Thankfully I stopped him, because he had NO intention of giving me the check for my vehicle. He said I thought this was an insurance pick up? Then said had to call the his dispatcher and find out what was going on. I stood in the road for at the very least 20 min and waited while he sat in his truck and joked around on his personal cell phone. He NEVER received a call or text from the anyone at his dispatch. Once he was done with his call he just started to to write the check saying. It s not my money I don t care who gets it . The guy showed showed me the bill of lading on his phone with all my info and how much I was owed.
Cars that he was picking up for insurance reasons were listed on his bill of lading, he new I was to be paid.
He inspected my vehicle thoroughly, took, sent at least 10 pictures, made sure it drove and even grinded the gears in a way I ve never heard
Before. What would be the purpose of him inspecting my vehicle so much if it was just an insurance claim?
If I had not stopped him, he would have certainly left with my vehicle.
I also want to point out that I spoke to the people (the actual carrier) regarding the pick up times and she was very helpful and pleasant, even called me back. But with shady tow truck drivers who are going to your house. I d hestitae to use peddle again.
