Orthopedic outpatient visit booked for 9.00, but a...

Orthopedic outpatient visit booked for 9.00, but at 11.45 only four numbers went on while for my visit it still takes ten numbers of this step it still takes five hours.
I wonder why they made me come at 09.00?
I ask for explanations at the entrance of the surgeries and like me many other patients waiting, but we are answered in a very arrogant and grumpy way that is normal so ...... very bad VERY BAD
