My family had found to hounds and we had them for a couple days before taking them to the shelter and we specifically asked to be notified after the required 5 days if their owners hadn't shown up. But instead they put them up on their adoption site and they immediately were taken. It is the right of the people who brought the animals in to get the first chance to take them if the owners don't show.
