That 1 star is not even worth it. Fortunately, I called the municipality, and they do have customer service. They will solve the misunderstanding myself and hopefully I will never have to call Cannock Chase again. I also don't understand how they hire people on their customer service who can't have patience, understanding (or at least fake it!) Worthless!
