The wait was extremely long just for an oil change...

The wait was extremely long just for an oil change. After waiting over an hour I got up to check, and I saw em park the car, so I thought they would be in any second with the bill, so I waited and waited for about 20 minutes longer. The service rep said that they added washer fluid. Great....now it doesn't work at all. So do I bring it back in and tell you or will you charge me and tell me that it was a preexisting situation. I don't know who to trust.
