Driver is questionable. Blocked off a rural high traffic low visibility road for over 15 minutes strategically placed on top of a dangerous hill.
Had a half dozen cars on each side. Then proceeded to block the road by parking along the direction of travel to do his paperwork. The pictures are confusing considering the truck is brand new one would assume a skilled professional was operating it
