You are attempting to end what little civil rights are left in some communities with your so called "Safety Zone" code for "Martial Law". Pathetic, the POLICE are causing far more issues than they are addressing. You have to engage the community and ASK them if they want to come under "MARTIAL LAW", call it what it is. Be HONEST. Horrible, disgraceful, criminal and fundamentally against the Constitution. Shame on you Chief Fletcher, Shame, Shame, Shame.
