If you want to go up to the Top of the Rock at a specific time, go early and get tickets for that time, otherwise you might have to wait until later. If you're trying to go at sunset, go on a weekday or something. A lot of people get earlier tickets and then just stay up at the top until sunset and it gets so crowded it's hard to move around comfortably up there, let alone take pictures. The square below is charming, but getting down to the statue by the fountain is tricky. You have get a table at the restaurant down there or you can't get down the stairs even. The food at that restaurant isn't great either, so go to the bar, which let's you down the stairs, get a drink and wander to the statue for a quick picture.
