$190 lien to start services that will not be repaid until you final bill + $39 start up charge + $12.20 quarterly charge means you're going to need to factor in over $200 extra just for a move. Since it's not being repaid until your final bill that means if you stay in an area that they service for the rest of your life you will never get it back so it's essentially a charge. Most utility companies charge a deposit if you have bad credit, which is reasonable, and refund it to you after a year of full payments. If you have good credit you aren't typically charged a deposit. It's a good thing I wasn't charged on my other utilities because this in addition two coughing up all the extra money that a move costs could have been pretty detrimental to someone on a tighter budget. For a 'non-profit' public utility they sure are taking in a lot of money for nothing at the front end,. This is just abusive and discriminatory towards people that may not just have a few extra hundred to drop during an already expensive time.
