Treat their tenants like dirt. High turnover rates at local offices, likely due to poor treatment (I've read employee reviews), makes for pretty confusing "charges". They frequently lose proof of payments, causing tenants, who include mentally disabled folks, and children, to repay money they've already paid. If you're a case manager, do not send clients here.
