During a pandemic, the communications department goes crazy and won't let you in even when it's raining or it's too warm. There is no roof there, so people stand in the sun or in the rain. Another issue is the car park, which is mostly occupied by employees or by the municipal police (private vehicles). Officials make paperwork difficult.
