The Kuwait Towers are the landmark and the symbolic and iconic Monuments representing the modern State of Kuwait. Hence they also figure on the Half Dinar Currency Note and are Important and Beautiful enough to pay a visit when you are in Kuwait.
Visitors have to pay at the gate and get tickets. 3 KD for Adults and 2 KD for Children. Access is only available to the Main tower (Has 2 spheres). The lower sphere houses a fine dining restaurant at 82 Mtr. Height. This is fancy as well as pricey. The ticket gets you an elevator ride to the upper sphere which has a 2-levelled viewing gallery at 123 Mtr. Height which offers good views of Kuwait. The Upper deck is revolving and has a cafe which serves bakery items and hot/cold drinks. Telescopes are available for viewing. There is not time limit and you can stay as long as you like. Therefore I would recommend going at about 4-5 PM and staying until 5.30-6PM when they start putting the facade lights on. So you can get views of Kuwait in daylight as well as early evening. Go for it!!
