I have hired Freelance php programmer for a project and I must say they did an average job. The website they developed was functional but lacked the wow factor. The communication with their team was good and they completed the project on time. However, there were a few minor issues that needed to be addressed which caused some inconvenience. Overall, I would rate them as average.
