The atmosphere here is that of prisons, reception centers, some family homes or hospitals. The staff is as hard as stone, ruthless, the like lined up with you suspicious, ready to take you against you. The resentment here is horizontal, everyone hates everyone, few look to the upper floors to address their curses.
During the hours of standing up, in the heat (I didn't have the sun on, I think, due to a design mistake), I couldn't help comparing my experiences in the corresponding institutions in Amsterdam and Paris, where I also lived before internet, and wonder why there is not at all like that. Up there it is, believe me, a normal experience.
Until computerization maybe we could even believe that it was not designed for art, now no, there is clearly a subversive intent in those who plan the functioning of these institutions, because designing them for normal functioning would require very few resources in the information age.
Someone in the institutions wants to put the citizen against the state. Look for him and find him if you care about your system! Completely inadequate service! People call to get an address on where to go to pay and they don't tell you anything! They treat you very badly, they respond with altered and scornful tones! Needless to call so much they don't work! They answer annoyed and nothing ends in a call!

Parking is impossible.
a policeman advised me to use the parking lot of a supermarket! I entered at 9.30 and before I was waiting for deposits and refunds there were 14 people. I left after 2 hours. I have to say that a lot of time is lost because of people who do not show up when it's their turn and then ask to be called back and others who just get rid of an employee take the opportunity to ask for information while others they wait their turn.
However the staff seemed to me to be helpful and polite

"Gentlemen, I know there were only peee numbers left!" is the phrase repeated for three days in a row from 11 am. The office closes at 16.15 but these exhaust the numbers 5 or 6 hours before. Payments can be made more or less anywhere, those who have to pay in installments are forced to show up at 7 am or 8 am ... It is clear that the blame cannot fall only on the employees and that there is a shortage of personnel, I would say close this office completely, so it makes no sense to exist.
