I am leaving 1 star because I can't put ZERO. My husband paid his tax bill early, the city refunded and then turned around and sent him another bill with a late fee. Seriously. Is this what we do now? This should be illegal.

Failure.....charging a service fee trying to pay online or by phone during a pandemic when trying to stay home. Service fee for personal property tax which is ridiculous to begin with. The word hustle comes to mind. Pathetic
Absolutely ridiculous that you can not get someone to answer the phone in this department. The offices open at 8:00 am and no one can answer the phone, constantly being transferred to a message system. Some Portsmouth citizens work 9 am - 5 pm jobs and need to speak with a representative prior to their work day starting.
I hate the City of Portsmouth. No one answers the phone here, if you leave a message they don't call back. I've called ten times in 3 days. They put a block on my DMV account and are attempting to garnish my wages for a mistake that the Dodge dealer made, then you can't get in touch with anyone. So now I have to take time off work and go down there to get it resolved. Six years owning property in Portsmouth, nothing ever changes with them, only gets worse.
I have lived here for over 5 years and it is absolutely horrible when it comes to taxes you have to pay. I started calling last year as soon as got my Personal Property Tax Bill. Was transferred to a extension with no employee name. No one returned my call, then voicemail was full and unable to leave any messages. So finally go into their office and all that they would do is credit one fee. The City of Portsmouth always say they are here to help and work with residence but that is not true.
I am a single mother with a special needs child on an extremely limit income and City of Portsmouth is unwilling to help or work with the residence of Portsmouth. And they wonder why more and more people are moving out of Portsmouth.
City treasurer's office customer service sucks, my experiences have never been good, was talked to nastily as if I owed her the money personally.
I am not reviewing whether we should have personal property taxes, or the tax rate in Portsmouth. I am reviewing the SERVICE I received when I called the treasurer's office. I had an issue with a personal property tax bill. I called to inquire about the bill and was informed what I needed to do to get it resolved (I did not catch the name of the person I spoke to). I followed her directions and called back the following day to have a hold on the DMV removed. Bruce found my records, had the hold removed, and called me back within 2 minutes. I know these types of city government offices are often criticized, but the service I received the two times I called was excellent!

We really need to have a conversation about hiw Portsmouth seems to be the only city that will smack you with a personal property that they expect you to pay in a month with little notice but are hella quick to hit you with an attempted lean on your job if you're understandably late... That is NOT cool and it's one of the MANY reasons why people are over this city. Predatory practices... No shortage of them either...
