Why does a pedestrian permit for Doncaster tip onl...

Why does a pedestrian permit for Doncaster tip only cover people that only live within a 1 mile radius?
I was told my permit could not be used any more because I live more than a mile away from the dump (1.3 miles as the crow flies). The reason I have to take it by foot is that I don't own a car.
My guess is that 95% of the Doncaster population do not live within the 1 mile radius of a WRC. Also I am sure that there are many more people in Doncaster that don't own a car.
I phoned up the council 3 times to ask why I couldn't use the dump. Someone from the WRC
Is supposed to phone me back. Up to now this has not happened.

I would think that in view of Doncaster looking more and more like a rubish dump, that the council would encourage people to dispose of their rubbish responsibly. If I had a car, nothing like this would have happened, because 1 or 2 trips to the dump would have disposed of everything. It is taking me a lot longer
because I go every time with a small shopping trolly.
This is blatant discrimination against people who don't own a car.

Of course if I still lived in the Netherlands, all I would need to do, is, either phone or go on line and ask for a date to collect my big rubbish (including old freezers etc.,) You can do this twice a month without charge.
All I want to do is to dispose of my rubbish in a responsibly manner.
