The uji matcha ice cream shop at the basement is the best matcha place you could go to in Tokyo. The shop hails from Kyoto, so expect high quality green tea leaves being used for the products. But I usually go to Ginza Six for the nice Tsutaya and Starbucks on the upper floors.
