Pretty upset today as I have received a statement ...

Pretty upset today as I have received a statement letter of a final notice before collections on an unpaid violation from back in July. I usually go onto lot 9074 in Vancouver to pick up my girlfriend from the hospital; I sit in my car and I wait about 10-15 mins before she comes out. I do admit I was wrong to not make a payment in the empty parking lot for my 15 mins there.

What upsets me is the issuing officer on that day did not confront me, nor try to place a violation ticket on my vehicle. I don't know if this is a QC issue among officers, or they just fear confrontation. I would have gladly paid my violation ticket on the spot if he/she had confronted me as I was sitting in my vehicle.

When I called into APS, the agent told me the officer may not of had time to put the notice on my vehicle as the receipt "takes a long time" to print.

This lack of professionalism is what gives APS a poor reputation.
