I have a complaint to make on the Cashback initiat...

I have a complaint to make on the Cashback initiative in February 2019 (they have not returned the money), but there is no way to write e-mails to RB except through the company in charge of the initiative which, incidentally, decides who is entitled and who is not entitled to a refund of 15 euros ... Is it possible that a multinational company does not have a well-structured complaints office? What do I leave to an operator? The documents were already clear, but they were not enough ...
