Normally crowded. Patio seating is first come, first serve and often you'll have to wait if you go at a busy hour of the day. Bar seating at the bar is very difficult to get and often very crowded with people bumping into one another as they try to navigate the tight space. So so cocktails (you could definitely get better elsewhere). Staff are often busy bustling around. Overall, the view is what drives people to the Waterbar as it has a view of the Bay Bridge on the Embarcadero. If that's your jam, then try it once but don't go with high expectations.
