Makes it very difficult to submit payments.

I accrued about $8 that quickly turned into $43 for nonpayment. The problem is, I never received ANY bills except this one.

First mail notice charged me an extra $10
Second mail notice charged me an extra $25

This is freaking robbery!!! I have to pay $43 on an $8 bill. This entire agency is crooked
