Been trying to cancel/transfer my services for day...

Been trying to cancel/transfer my services for days now and no one will ever pick up the phone or respond, always within normal weekday hours. I'm potentially paying more for a property I don't even live at because the government can easily get away with poor work ethic when others can't.
