I paid for a pre-planning with advise application ...

I paid for a pre-planning with advise application in April 2018 and still have no planning officer. Made an official complaint to council and was told they had taken on new staff and I would have an officer appointed by November 16th at latest. Still have not got a planning officer. They won't answer my voicemails or emails. Has anyone else had a problem with the planning department ? January 2019, still haven't been allocated a planning officer despite complaining to my local ward councillor.
