The property does not have an ambulance or doctors...

The property does not have an ambulance or doctors. Today a man drowned and the ambulance took more than 15 minutes. They did maneuvers but did not react.
How can it be that a property like this with a children's colony and with so many affiliates does not have a permanent ambulance with a team to act in emergencies ???
It is a huge mistake of the City Government not to foresee.
