Nasty. The city and state let's them break the law by harassing tenants because they listen to their liar clients like Cap X Realty Services who are Slumlords. Serving tenants notices about rent knowing their mailboxes are broke is a dirty and evil trick. Instead of using common sense, they cater to the landlords even if it is Harrassment and breaking the law. Some of these landlords are evil and spiteful. The courts seem too friendly towards them as well.
