What is the most basic customer service? Returning...

What is the most basic customer service? Returning a customers call. I call, no one answers,I leave a message. I specifically repeat my return phone number clearly and slowly so that there is issue to call me back. Yet I'm still ignored. It is such a basic thing but they are either too disconcerned or incompetent. Neither is okay with me. Especially when dealing with sensitive personal financials. I also question the other highly starred reviews and whether or not they're fake. It doesn't make sense.
