The museum is free and well worth a visit. You go through TSA style security to enter the museum and then the timed/paid tickets to the top of the arch are optional. The entrance is in the park facing downtown and the exits are on either end of the arch. We made the mistake of trying to enter at the bottom of the arch which is not allowed.
