An absolute joke and possibly one of the biggest cumulative wastes of human time in all of greater London. The key issue is that the council doesn't provide any way to meaningfully resolve issues in a reasonable amount of time, and simultaneously sends court summons + fines without a process to resolve them without wasting further time. I may as well just throw my money in the fireplace.
