After reaching out to customer service, a manager called and apologized, and made two soda stream refills available to us the next day.

The staff here lies. I called the store ahead of time to see if they had soda stream refills, and they person who answered said yes. When I got to the store, they were out and had not had them in days. When I asked about the call I had made, the response was "They never check with us about stock."
I try to limit my time going into stores in person due to Covid, and having employees lie to get people to come into store is irresponsible and dangerous.
