Of course I can book a "bigger category" in every hotel. However, I expect to expect a room in a 5 * hotel which is larger than a cell in a prison. If your front desk already from the FF argues it's just an old hotel, then I wonder why they do not ask the prices of 1950.
I am used to both conference and luxury hotels and I know them. I have also been able to stay overnight in all categories in Vienna in several categories. On average, unfortunately, my hotel for my experiences mercilessly failed. There will not be a second chance like that.
