I can't really provide the greatest review ever as I was only there after the tours closed. I believe they typically close around 9-10 pm so if you are looking to get into the arch and actually ride the elevators to the top then just know the closing time. Still the park is clean and is beautiful to walk through at night with the lights on. The other thing is I believe they officially close the park and turn the lights off as well around midnight but if you want to double-check I'm sure it will tell you online. The American flag is out in front of their court house I believe so I tried to capture it while it was flying in the wind. Also their is easy access to the Mississippi River off behind the arch and of you want a helicopter tour of the city then walk down the stairs on the other side of the arch from where I took the picture and you will see a boat that has a helipad and a ticket booth for tours. I give 5 stars as it was clean and very beautiful, as well as it's a cheap little excursion for families/couples.
