Always so much fun hanging out, people watching, and shopping in time square. While I d consider it safe, it is a large, diverse collection of people so it s good to keep parties together but there isn t really a time that it clears up so you can really go at any time. We enjoy staying in time square and enjoying the evenings walking the streets and enjoying the crowds.
