I parked my car on level 4 which designed for fami...

I parked my car on level 4 which designed for families with pushchairs and buggies but there is no LIFT facilities on this level or clear instruction or guide in order use lift. After asking public, I noticed that there is a lift to the mall on level 5 !?!?! How this possible?! Family car park with no lift access?!
