We did the $4 and enjoyed it. The tour is in the sections: Short video about Ben and Jerry's, a windowed room overlooking the factory floor, and a room where you're given samples and can see the research room.
One thing to note: There's never a really long line for the tours (but they sell several hours in advance), so if you join a line it's probably the one to buy ice cream.
