Brentwood kitchen is only doing collection service...

Brentwood kitchen is only doing collection service where you can pull up pay at the window and they bring the food out to you due to COVID. So as aware you cannot enter any shops as either closed or window service. I ordered my lunch waited in car as was told and my food was brought out to me. Week later I get a fine. I challenge the fine and get told unsuccessful... how the hell is this right. There are no machines to use and you cannot access shops to use them.. makes no sense to me. This cannot be right surely if this goes to court I would win the case.??
