Too many / too much asking from local/asean hotel ...

Too many / too much asking from local/asean hotel guest when using the buggy/shuttle service to/from KLCC. Observed hotel card not requested from all guest though, especially foreigner from western country. To some extend this make local/asean guest feels double standards and not satisfied with the way it was conducted.
