Over 50% of the exterior lights do not work. It is a simple metric. Network Home are aware of this issue. Has this happened before? Multiple times. Is it a technical issue? No, it is management policy to dodge funding basic staffing levels. Maintaining exterior lights is not difficult, doing their jobs properly with insufficient resources is. Fiona Deal and Gerry Doherty use this basic test:

Hackney Council's building opposite is lit up like a Christmas tree while ours is dark and shadowy (see image). The difference is that the Council's Housing Board elects resident board members and when I asked Fiona Deal she thought that this would not work because, I guess, she views residents as trouble makers, freeloaders, charity cases, morons?
