It's a nice place to walk through if you're heading to Marina Bay from the underground links. The underpass section by the carpark has exhibitions that change every now and then, so that's something budget tourists can do. There's a public library branch that specialises in film and music. And a roof top garden that has a view of the bay rarely seen by the tourists' eyes.
