What can I say about these organizations that give...

What can I say about these organizations that give loans to poor countries? I say this because of the loan they gave to Guatemala, knowing that this government is one of the most corrupt and where money disappears like magic. Where the government gets rich and the people get poorer. But that surely does not matter because in the end poor people end up paying with pain and poverty. Because if they want to help because they don't do things well.
