Why does a company keep telling it's customers the...

Why does a company keep telling it's customers they will receive their documents within two months for international shipping if they clearly cannot handle the logistics of it (why is there no tracking number???) and have a history of compromising people's lives because of delays?
They cannot aim to be an international testing service if they can't handle mail outside of the US.
Still waiting my documents, three months late, by the way.
