Illegal abuse of 'authority' by the intellectually intimidated M Garcia. A man NOT UNDER ARREST is NOT REQUIRED to provide ID. INNOCENT MAN then ARRESTED FOR DEFENDING HIS RIGHTS because M. GARCIA was too embarrassed and couldn't intelligently refute the innocent man's facts. M. Garcia abused his position as a cop and owes his victim an apology .. but I doubt M Garcia has the capability to string a complete sentence together.
