I've been asking for my voucher for several months...

I've been asking for my voucher for several months (at least 10 times). Each time I am told "yes we will send it to you soon" I still have not received it. I called several times, I even waited over 40mins several times on the phone. Ineligible.
I also have a flight to postpone but the company has still not contacted me.
